In-state, the rules start at 26,001 lbs

For intrastate work, Vermont treats a vehicle as a commercial motor vehicle at 26,001 lbs or more, not the federal 10,001 lbs. Vehicles built for 16 or more passengers and placarded hazmat loads are covered at any weight, and interstate trucks from 10,001 lbs.

5 V.S.A. § 2101(a)(1)

Drivers 18 to 21 can run in-state

Vermont law bars its motor carrier rules from prohibiting a driver between 18 and 21 from operating in intrastate commerce. Any trip into New York, New Hampshire, Massachusetts or Canada still requires a driver who is 21.

Intrastate drivers carry a medical card too

Every interstate and intrastate carrier subject to the regulations must have drivers carry a medical examiner's certificate, and every carrier must keep a qualification file for each regularly employed driver.

5 V.S.A. § 2101(c)

Up to $1,000 per violation

Violating Vermont's motor carrier safety rules carries a penalty of up to $1,000, and violations involving the operation of a vehicle can be written up on a traffic complaint.
